Yes No Event Believe The Musical Date of Event 12' 476 Jew (6- 10, > oa-1 Organization' s Mission Believe is an original musical created by Justin Carmouche and Kayla Walker. Inspired by a true story, it follows a young girl who is bullied because of her natural hair and learns to embrace her identity, confidence, and purpose with the help of a magical mentor. Our mission is to use theatre, music, and positive representation to help young people believe in themselves and celebrate what makes them unique. As a nonprofit organization, we plan to present Believe as a free community event for families throughout Central Louisiana. The soft launch will also include the interactive Believe Experience, featuring activities centered on confidence, creativity, literacy, beauty, and self- expression. The soundtrack is currently being considered for Grammy submission, bringing growing attention and support to the production. Following the Central Louisiana launch, we plan to tour the musical throughout Southern states in summer 2027. Type of Program/ Activity Believe is a community performing arts and youth development program centered around an original musical inspired by a true story. The program uses theatre, music, and interactive experiences to promote confidence, creativity, literacy, self- expression, and positive representation for children and families in Central Louisiana. Event Sponsors Cleco, afro unicorn magical tresses ( Official Sponsor) Other Funding Additional funding for the production will come from our Sponsor a Seat campaign, playbill advertising, community sponsorships, and cast- led fundraising efforts. We are also seeking donations and in- kind support from local businesses and community partners to help cover production expenses and keep the event free for families in Central Louisiana. Amount Requested 5, 000 Property Requested Coughlin Saunders In- Kind Service Requested Two full days of theater access for the performances, plus one full day for technical rehearsal and setup. If availability and budget allow, we would appreciate consideration for a second technical rehearsal day. Funding Category Arts/ Cultural Partnership- Endeavor What is ( are) the goal( s) of this project? ( In one sentence) Our goal is to give Central Louisiana an original, one- of-a- kind musical experience that inspires the community and helps young people believe in themselves. Does your request or endeavor involve a nearly equal benefit to the citizens you seek to serve when compared to the money or property expended or sought to be used by the public entity? If so, how? Yes. The requested support will allow us to provide a free original musical and interactive arts experience to children and families in Central Louisiana. The value returned to the community through free admission, youth development, positive representation, arts education, and community engagement is expected to meet or exceed the value of the public support requested. If you cannot show a fair market value dollar- for-dollar match, does your plan or request involve a continuing program or relationship which has a future value attached? How so? We intend for Believe to become an ongoing community arts program through future performances, youth workshops, school and nonprofit partnerships, and confidencebuilding activities. This initial partnership would establish a foundation for continued programming that provides long- term cultural and educational value to Alexandria. What are your real and substantial obligations to achieve the proportionate return to the City of Alexandria at some point in the future? We will produce and present the free community performances and Believe Experience, conduct outreach to local schools and youth organizations, maintain an accessible and family- friendly event, comply with all facility requirements, and document attendance, services provided, and program outcomes. We will also recognize the City of Alexandria as a community partner in appropriate promotional materials. What is ( are) the expected outcome( s) or benefits( s) to the public from the event to be funded? Specify the number of persons anticipated to be served and the service( s) to be provided. We anticipate serving approximately 1, 600 children, parents, and community members through free performances of Believe the Musical and the interactive Believe Experience. Services will include live musical theatre, positive youth representation, confidence and selfesteem programming, literacy and creativity activities, and opportunities for local youth performers to participate in a professional production. Describe the history of this program and its success. This will be the inaugural community presentation of Believe, an original musical created by Justin Carmouche and Kayla Walker and inspired by a true story. The production is already in active development through casting, music production, fundraising, rehearsals, and community partnerships, and the original soundtrack is currently being considered for Grammy submission. Chuck" Fowler, Jr. Gary Johnson City Clerk September 2, 2026 Mayor Jacques M. Roy City of Alexandria St: 2 fI 10, 8 Dear Mayor: I am writing to you today as the Councilman for District One regarding the proposed $ 82 million REIGNITE project along the Masonic Drive Corridor. Let me be clear: I support investing in Alexandria. Upgrading our roads, improving local parks, and creating workforce housing are all great goals for our community, and I want to see our city move forward. However, as a leader, my job is to make sure we handle the taxpayers' money responsibly. Before the City commits tens of millions of dollars to this project, the City Council and the public deserve clear answers about what this investment will cost, what financial return it will bring, and how we plan to pay for it over time. To ensure we make an informed decision, I respectfully ask the City administration to hire an independent financial expert— one with no personal or financial stake in building or managing these projects— to perform a full cost-benefit analysis. At a minimum, this study should explain:
  1. Exact Costs: A clear, itemized price tag for each part of the project ( including design, construction, and backup funds for unexpected cost increases) that shows how everything adds up to the $ 82 million total.
  2. Payment Sources: Where every dollar is coming from ( sales taxes, city savings, loans, or state/ federal grants), along with the annual loan payments and loan terms.
  3. Long-Term Maintenance: How much it will cost to operate and maintain the new facilities each year— like Bringhurst Park, Masonic Court Sports, and the Office of the City Council• P. O. Box 71 • Alexandria, LA 71309- 0071• Tel( 318) 449- 5048• Fax( 318) 449- 5042 tennis courts— and where that annual upkeep money will come from after construction ends.
  4. New Tax Revenue: A realistic year- by-year estimate of any new sales or property taxes this project will generate for the City, along with the math behind those estimates.
  5. Break- Even Timeline: How long it will take for the City to earn back what it spends, showing which specific projects make financial sense and which ones are purely community amenities.
  6. Grants: A realistic list of state or federal grants the City actually qualifies for and expects to receive, including required matching funds and deadlines, rather than grants we simply hope to get.
  7. Private Partnerships: The specific terms of any agreements with private partners ( such as the Alexandria Mall), including what happens to the City financially if a private partner backs out.
  8. Worst- Case Scenario: An honest look at what happens to our return on investment if local population and job trends do not grow as projected.
  9. Other City Needs: How spending this money impacts our ability to fix higherpriority basics— like streets, drainage, water, sewer, and public safety— in neighborhoods across the city.
  10. Job Growth Claims: The exact formula and sources used to predict new jobs and economic growth, verified by an independent third party. I know the City previously ordered a market study for the corridor. That study looked at consumer demand and retail gaps to see what kinds of businesses might succeed there. While helpful, it did not tell us whether the City' s treasury will actually recover the money it spends. A proper cost-benefit analysis is required to answer that question. I ask that this financial study be completed and shared with the City Council before any money is spent, before any loans are approved, or before any contracts are signed— and no later than thirty ( 30) days from the date of this letter. If any financial studies or loan capacity documents have already been prepared, please share:those records and their supporting work papers with the Council right away. I am asking these questions to fulfill my responsibility to the voters of District One, not to oppose progress. If the numbers show that this project is a wise investment, I will gladly support it publicly. Thank you for your time, and attention to this important matter. Sincerely, Malcolm X. tarvadaTh Councilman, District One ORDINANCE NO. AN ORDINANCE TO AUTHORIZE AN ECONOMIC IMPACT STUDY FOR REIGNITE PLAN AND OTHER MATTERS WITH RESPECT THERETO.
