Public Review and Comment Period The Rapides Area Planning Commission (RAPC), serving as the Metropolitan Planning Organization (MPO) for the Alexandria–Pineville Metropolitan Planning Area, invites the public to review and comment on the following proposed transportation planning action: 2027 Highway Safety Performance Measures (PM1) – Support of LADOTD Statewide Targets and Corresponding Metropolitan Transportation Plan (MTP) Amendment

Purpose of the Public Review LADOTD has established its 2027 statewide highway safety performance targets using a 1% annual reduction in each of the five federally required measures. The 2027 numerical values shown below are the statewide performance targets resulting from that reduction approach; they are not Alexandria– Pineville MPO-specific targets. Consistent with its previous practice, RAPC proposes to agree to plan and program transportation projects that contribute toward achieving LADOTD’s statewide targets, and to incorporate this commitment into the Metropolitan Transportation Plan (MTP). Performance Measure Annual Targeted Change Baseline (5-year average) Statewide Target (5year average) Number of fatalities 1% reduction 841 824 Number of serious injuries 1% reduction 2,911 2,853 Fatality rate per 100 million VMT 1% reduction 1.522 1.492 Serious injury rate per 100 million VMT 1% reduction 5.276 5.170 Non-motorized fatalities and serious injuries 1% reduction 623 610

In accordance with 23 CFR 450.316 and the Alexandria–Pineville MPO Public Participation Plan, the proposed action will be available for public review and comment for a minimum period of 14 days. The public comment period will begin October 21, 2026, and continue through November 4, 2026.
